If a telemarketer violates No Call, fight back with this electronic complaint to investigators.
Charities and law enforcement type solicitations are exempt from No Call, but my advice is not to give over the phone.

Wow what a contract. you get stuck paying a lot of money, even if the system is junk. if they come to my door I'll decline.
